Out of step?

I have Apple watch series four and iPhone xs and after the latest update to iOS, the Health app seems out of step: today my Withings health mate app and my Activity app both say I have taken 7,700 steps, while my Apple Health app claims I have clocked up 11,300 steps. Anyone else noticing this?
