i had posted a note when 4.70 came out that it seems to be only newly downloaded books that start from the beginning rather than from the notice. So, if you are talking about books already in your library, then that is not a problem. If you are talking about a book you just downloaded, then you should contact support.
It would be nice if books already downloaded would do this, but I'm also not surprised they don't. It isn't that hard to skip the notice, so it isn't a big deal to me.
