I added a friend’s contact information on my phone yesterday. This morning I was getting ready to forward an email in the win10 mail app on my pc. When I started typing the name the contact I had added on my phone popped up. I had never had her contact information before yesterday afternoon.

Your accounts are both logged in to the same service I suspect and it is treating it as an exchange or iMap account and syncing across devices.
Especially if you put in your phone information as part of the Win10 setup.

At least, that is my guesstimate of what is happening.
