How to sign up for iTunes match if you are running a Windows PC

I am asking this question for a friend. I have been signed up with iTunes match for several years, so I have no idea how to help him. He does not have a mask. He does have a Windows PC, and he does have a bunch of stuff in iTunes. He was trying to sign up for iTunes match and was not successful. So the question: how to sign up for iTunes match if you are running a Windows PC?

Robert,

Remember that iTunes Match has a minimum bit rate requirement before Match will upload your files. If it is below 128 KBPS I believe Match won’t upload it.
